The Disciplinary Board found that Petitioner did not prove his competency and moral qualifications because he misrepresented himself as a “licensed” attorney to a part-time employer, Talx, Inc., to make himself a more attractive candidate for a hearing consultant in unemployment compensation hearings and then failed to perform the duties Talx required of him.
