Mirarchi was convicted of Mail Fraud for participating in two schemes to corrupt the administration of the Philadelphia Parking Authority (PPA). Mirarchi delivered bribes from a taxicab company to a PPA Hearing Officer, who would reduce the amount of parking tickets the company owed and give Mirarchi a kickback from the bribe money. Mirarchi would also sign false entry of appearance slips resulting in the fraudulent reduction or dismissal of over 2,000 parking tickets. |

The Disciplinary Board found that Mirarchi engaged in egregious misconduct that generated substantial negative publicity in the Philadelphia area. Mirarchi's claim to be a recovering gambler did not establish Braun mitigation for his crimes. Nonetheless, the Board concluded that Mirarchi’s conduct was “not as egregious as that which [has] resulted in disbarment.” The Board recommended a five-year suspension, reasoning that it “is not a light sentence” and “it is a lengthy punishment which will serve to adequately protect the public and redress the harm inflicted upon the integrity of the legal system.” |
