Reciprocal discipline from West Virginia, where his license to practice law was "annulled." He was found to have "at a minimum, recklessly encourage[ed] a convicted felon to intimidate, by violence or the threat of violence, certain former clients who owed the respondent money… ." Respondent answered that the West Virginia disciplinary proceeding was constitutionally infirm, and that he did not receive due process in those proceedings. ODC contended that the record from West Virginia reflected that he received the required notice and opportunity to be heard, and that "annulment" of a license to practice law in West Virginia is equivalent to disbarment in Pennsylvania. |
