By Order dated September 16, 2005, the Board of Immigration Appeals suspended Jose Matos Quinones (“Respondent”) for a period of ninety days from the practice of law before the Board of Immigration Appeals, the Immigration Courts and the Department of Homeland Security. The basis of the order was the finding that Respondent had engaged in ineffective assistance of counsel in his representation of two clients at their removal hearing and on appeal. Respondent failed to report the fact of his suspension to the Secretary of the Disciplinary Board within twenty days after the order imposing the suspension. Respondent has no discipline of record in Pennsylvania, although he previously received a public censure from the Board of Immigration Appeals for engaging in egregious ineffective assistance of counsel. By Order dated May 15, 2006, the Supreme Court of Pennsylvania directed that Respondent be suspended from the practice of law in the Commonwealth for a period of ninety days. |
