Petitioner was disbarred on consent after he had pleaded guilty to various drug-related charges and filing false income tax returns. He was sentenced to five years imprisonment followed by five years of supervised release. Petitioner also suffered from cocaine addiction and completed a 500 hour residential drug treatment program.
At his reinstatement hearing, Petitioner presented evidence that he had not used illegal drugs since September 1988. He testified as to his remorse for his misconduct and presented character evidence as to his strong reputation as a truthful, honest and law-abiding person.
In its report, the Disciplinary Board concluded that the amount of time that had passed since disbarment was not so short as to preclude reinstatement and that he had rehabilitated himself during this time.
